Meet the Attorneys
 JEFF J. HORN - Managing Member

Mr. Horn is one of four attorneys in Ocean County designated by the New Jersey Supreme Court as a Certified Matrimonial Law Attorney. He is the author of the important book on surviving the divorce process, Shock Proof Divorce.

Mr. Horn is a founding member of The Jersey Shore Collaborative Law Group. He is also a former Family Court Judicial Law Clerk. He emphasizes his practice on divorce, domestic violence, alimony, child support, child custody and related issues. Mr. Horn serves as a Pro Bono Superior Court Mediator in the Family and Special Civil Parts and is a Certified Mediator with the New Jersey Administrative Office of Court and New Jersey Division of Consumer Affairs. He is a member of the New Jersey State Bar Association and the New York State Bar Association.

He is also a Certified Tax Assessor and former Commissioner and President of the Ocean County Board of Taxation.

He is admitted to the practice of law in the States of New Jersey and New York and the United States District of New Jersey. He is a graduate of Rutgers University (New Brunswick, New Jersey) and Widener University School of Law (Wilmington, Delaware). Mr. Horn was born in Jersey City and resides in Toms River, New Jersey with his wife Susie, son Jeffrey, and daughter Margaret. Mr. Horn has run a marathon or ultramarathon in fourteen states on his way to completing a marathon (26.2 miles) or ultramarathon (greater than 26.2 miles) in each of the fifty states.


JEROME J. TURNBACH

Mr. Turnbach is certified by the New Jersey Supreme Court as a Certified Matrimonial Law Attorney. He holds a law degree from
Rutgers School of Law - Newark, New Jersey and the Bachelor of Science degree in Finance from Fairfield University, Connecticut.  He is a former Family Law Clerk to the Honorable Thomas E. O'Brien, J.S.C. He serves as an Early Settlement Panelist in the Court's Matrimonial Early Settlement Program, is qualified as a Mediator pursuant to Rule 1:40 of the New Jersey Rules of Court, and has been appointed Guardian Ad Litem to report to the Court, making recommendations regarding child custody determinations. In addition, he serves as a mediator in the Court's pilot program for economic mediation. Mr. Turnbach also serves as a settlement conference facilitator in the Special Civil Part of the Ocean County Superior Court.

Admitted to practice as a member of the New Jersey, he is a member of the Ocean County Bar Association and the New Jersey Bar Association. He teaches family law as an adjunct lecturer at Ocean County College. He has worked at various times as a municipal prosecutor and conflict municipal public defender.

He has participated in litigation resulting in four published legal opinions including: Leudekke v. Shobert, Peregoy v. Peregoy, Hawxhurst v. Hawxhurst, all in the Appellate Division of the New Jersey Superior Court, and Shea v. Shea in the Chancery Division of the New Jersey Superior Court, which you can read by clicking on the case names. In addition, he is the author of "Benefit of the Bargain", an article published in the New Jersey Family Lawyer, dealing with the removal and relocation of children from the State of New Jersey against the wishes of a parent.

Mr. Turnbach resides in Manasquan, New Jersey with his wife Aimee and two daughters, Cassidy and Molly.


AGNES RYBAR

Ms. Rybar is a former Family Court Judicial Law Clerk. She served her clerkship in the Family Part for the Honorable Alan J. Pogarsky, J.S.C. Ms. Rybar emphasizes her practice in the areas of divorce, child support, child custody, alimony, domestic violence, and related issues. Ms. Rybar holds law degrees from the University of Warsaw in Poland and Rutgers School of Law-Newark, New Jersey. She is admitted to practice law in the State of New Jersey and Commonwealth of Pennsylvania. Ms. Rybar is a member of the New Jersey State Bar Association. Ms. Rybar was born in Poland and is fluent in Polish. She currently resides in Bayville, New Jersey with her husband, Robert.


MARGARET A. STEFFEN- Attorney Associate

Ms. Steffen emphasizes her practice in the area of property tax appeals and related issues. She holds a law degree from Thomas M. Cooley Law School (Lansing, Michigan) and a Bachelor of Arts degree in Mathematics from The College of Saint Elizabeth (Morristown, New Jersey).  She is admitted to practice law in the State of New Jersey and the Commonwealth of Pennsylvania.  Ms. Steffen is a member of the Ocean County Bar Association and the New Jersey State Bar Association.

Ms. Steffen is also a licensed New Jersey Real Estate Salesperson.

She was born in Dover, New Jersey and currently resides in Barnegat, New Jersey.
